New Motor Engine of Dompet Dhuafa

Dompet Dhuafa growing rapidly in managing zakat funds from the society. By supporting the operations, they now have a unit business as the motor of organization. How do they manage the trust of donors?

            Six months ago, Anas Binalik (35) who is visually impaired, hard to full fill  the needs of his family. As a masseuse, father of Misela (8) and a husband of Eni Damayanti (32), can only get Rp30,000 for one time massage. However, his patients don’t come every day, thereby his income is uncertain. "I was confused to find another job to earn extra income," said Anas, because he did not has capital. Someone told Anas to come to Dhuafa Dompet. Through the program Social Trust Fund (STF) of  Dompet Dhuafa, he gets capital loan Rp750.000. Capitalized by that money, Anas takes the crackers from a supplier in Pamulang, and he sells it till get extra money up to Rp45.000 in a day.
            Now, that capital loan is paid off. He repays each month, without interest, in accordance with the agreement of Dompet Dhuafa. "The last installment to repay was  Rp37.500," said Anas. Now, the house which in green painted in Kedaung village, Pamulang, Banten (25 km from Jakarta) who lived, equipped by refrigerator and spring bed. "Thank God, I am so grateful to be able to install the floor tiles, repairing bathrooms and kitchens," he said as he hopes, he will be able to have their own shop, so he doesn’t need to sell it around.

The same thing is felt by Arie Sujono, who has been four years in selling food. Every day by biking, the mother of three children go around from Pondok Aren to Kebayoran Lama, to offer her wares. Already eight months she was a customer of  Capital PT BMT Ventura (PBMT Ventura), a micro finance companies. She got loan totaling Rp1,75 million, obtained through two term loans. First Rp750.000 which was returned in four months. Next, apply for a loan again Rp1 million with a tenor of four months. Thanks to the funds she could raise capital and income-Rp80.000 - Rp100.000 a day.
            Another benefit,  Arie can pay for school needs (for children) and saving. In this case, PBMT Ventura also teaches for the orderly administration of finance because they do not take as clients only.
            Tektano Grandyanto Dwi Satrio, General Manager of Economic Development Dompet Dhuafa explained, both Anas and Arie, are the example of  economic development target."This program only for people who really don’t have capital. There is no interest and the length of the mortgage trough the agreement and ability. But the loan capped only Rp2 million maximally, "he explained. Initially, STF is a program for post-disaster economic recovery. Five disasters area which have given this program, they are: Wasior (Papua), Mentawai, Tasikmalaya, Pariaman (Padang), South and West Jakarta, Tangerang. After two years  running, have been 2.500 small business owners who receive this assistance. "The total overall value about Rp3 billion," said that man who is familiarly called Tendy.
            Provide benefits not profit, that's the concept promoted by Dompet Dhuafa. According to Agus Said Ismail, President of Dompet Dhuafa, a foundation established on July 2, 1993, it has vision to empower the society. "We want to give fishing rods, not the fish," said Ismail.
            Dompet Dhuafa Foundation, is an organization that collect zakat, infak, shodaqoh and waqf (ZISWAF) from Republika Media Mandiri. According to Parni Hadi, the born was originally inseparable from a sense of shame himself when he met with the social workers student in Yogyakarta in 1993 that paid Rp6.000 per month. "I realize, of our income, there is a section for the poor rate of 2.5% ," said the founder and chairman of the supervisory board's  Dompet Dhuafa. In a short time, zakat collected not only from the internal employees of Republika. In the first five months, the funds collected have reached Rp180 million. In 2011 it raised Rp210 billion. "To make it easy, I asked Erie Sudewo divided into two:  productive aid and charity," said Parni who was serving as the General and Chief Editor of Republika.
            Getting the mandate to manage, Erie who was  serving as secretary of Republika newspaper editor then jump in fully. "Dompet Dhuafa being  holding and the programs are a 'subsidiary', so it’s operational more quickly," he said. The  costs for operations taken from the 1/8 of zakat. "This is in accordance with the provisions of the Islamic Shariah," said award-winning Social Entrepreneur of the Year 2008 from Ernst and Young.
            Although based on Islam, (they) Parni, Erie and Ismail, said the social programs that run is not based on religion. "Poverty doesn’t  know  religion. Anyone who needs help, yes we help,"said Erie. However, in delivering assistance, Dompet Dhuafa is tight to give aid allocations in order not to missed.
            In detail, Ismail explained, Dompets Dhuafa divided it’s assistance in three main programs: social development, economic development, and disaster programs. Dompet Dhuafa also has health and education programs, which take up 80% from the collected allocation. For education for example, they set up schools namely Ekselensia. A high school located in Parung, Bogor. Every year only received 30 students from all over Indonesia. Moreover, since 2009, Dompet Dhuafa also had scholarship programs ethos in cooperation with 14 universities. These scholarships are awarded to 1529 graduates. "This year, students who financed are 450 people," he said. In addition to the students, Dompet Dhuafa also assist school management and provide training to the teachers.
            In health programs, Dompet Dhuafa has Health Services Free of Charge (LKC). This service is provided to the needy people. Overall, there are 19 LKC in Indonesia. This year will be 20 LKC, and will be unveiled in Kupang, East Nusa Tenggara. Needy people have to register first and carrying requirements such as ID cards to get the treatment. "After that, we interviewed them. It’s about educational background, occupation, family size and income. After the interview process, then surveyed by our team, "said dr. Yahmin Setiawan, Director of LKC. For the poverty level, they refer to the standard of Ststistik Central Agency (BPS), which amounted Rp250,000 of income per capita. In addition, the Dompet Dhuafa also built a hospital type D (capacity 60 beds) in Parung, Bogor newly inaugurated last July 2012. "I think this is the only one in the world. Built with funds endowments, and the operational using  zakat and donations, "said Ismail.

Dompet Dhuafa now has many other economic empowerment programs being run, such as Kampung Spreading Livestock and Animal Sacrifice, migrant advocacy and charity tree.
            So, whether or not the funds  move the programs Dompet Dhuafa only by funds ZISWAF? Ismail said the biggest funds remain from ZISWAF. But there are also  CSR fund from some companies. In 2010, they manage  total fund amounting to Rp129 billion to Rp210 billion last year, and this year's target is Rp300 billion. Although they have 22 branches spread over all Indonesia, Hong Kong, and Australia, but, "The largest is from the head office in Jakarta," said Ismail,  while tell their financial  audited by a public accounting firm Grant Thornton, Hendrawinata Gani and Hidayat.
Dompet Dhuafa also has a profitable unit, namely Power Dynamics (DD) Corpora. The company has two objectives: first the profits will be channeled back into the Dompet Dhuafa. Second, the profits will be distributed to the investors. The source of their investment is from external investors such as muzakis (giving alms)  entered in the database of Dompet dhuafa, as well as banks and other institutions.
Kusnandar, Director of DD Corpora describes the process of the birthof  DD Corpora actually is not planned to be holding, but  flows follow the variety of activities they do. Currently there are eight business scope under the auspices of  DD Corpora, namely DD Consult, DD Construction, Scatter Animal Sacrifice, Livestock DD, DD water, 2nd Store, DD Travel and capital BMT Ventura.

From  the eight lines of business, last year the turnover of  DD Corpora Rp30 billion with profit  about Rp7 billion. Rp2 billion of it, then returned back to Dompet Dhuafa.
            In practice, according to Kusnandar, the profit is not the sole purpose. The greater thing is the involvement of the community in the form of shares, operational personnel, or the beneficiaries. For example, to build a school from help of Dompet Dhuafa in Sulawesi, DD Corpora in partnership with local communities and pay them.

Do not rely solely on Islamic principles (profit sharing), DD Corporation has professionals personnel. They are derived from the internal DD, and outsiders are keen to develop the DD Corpora. "There was a former manager of Astra, Telkom and other major companies join us," said Kusnandar. About 70% of turnover of DD Corpora derived from DD DD Consult. The "Specialization" of DD Consult is remote regions that are lagging and areas affected by natural disasters.
            Observing what has been done by  Dompet Dhuafa in managing ZISWAF funds, Adiwarman Karim, Vice Chairman of the National Islamic Council (DSN) assesses that Dompet Dhuafa  in accordance with Islamic Sharia. He explained that management in Dompet Dhuafa, such as infak and sodaqoh can be used directly for anything as long as bring benefits to many people. While funds from endowment are very different, because the principal of the fund should not be reduced. "Interestingly Dompet Dhuafa not a government institution requires people to pay zakat, but can be trusted by the much people," he said. He also added because DD has an accountable management, the activities can be audited, and the results of his work can be viewed and beneficial to the people directly.
            In acquiring the trust, Adiwarman assess the programs offered by Dompet Dhuafa  such as health care and education, make its own power. "By this kind of style, so widely imitated by other zakat institutions," said Adiwarman.

            The way to get the donor  is a very important part. "Dompet Dhuafa shows their good program, not to frighten donors through Al-Quran and Hadith that is very pressing. Moreover, selling poverty to get donations, "he added.
            Dompet Dhuafa also have a strategic partner that is PBMT Venture as cooperative capital, which is a good  way said Adiwarman. "Actually, BMT is designed for underprivileged communities, but has the ability to do business. It is a bridge to people who are not reached by the bank (non-bankable), "he continued.

Even so, Adiwarman has a notion there are noting perfect management in managing zakat. So many BMT Ventura spread across the country, he explained there are still many BMT have not been standardized. "I hope, in the future the supervision system can also be further improved," said Adi who graduated from Boston University.
            Mas Achmad Daniri - Chairman of Indonesia Institute of Corporate Governance (IICG), saw an institute can be said can apply minimally Coporate Good Government (GCG) if it fulfills the transparency and checks and balances. Transparent, when the company issued financial statements regularly. Check and balance can be seen when at least they has an independent board of trustees in management structure. In this they have good enough GCG.
            However, according to him, the problem of poverty is not quite finished with the various activities of Dompet Dhuafa. "The aims of zakat is to provide the ability for recipients to one day be self-sufficient and pay the zakat. How could it completely if they walk individually?" He said. Achmad proposed management of zakat which is coordinated by the government, can be more focused.
Indeed now, Dompet Dhuafa is one of at least 19 non-governmental charities. Positively, said Achmad, from the number of zakat management practices are the existence of competition. This makes the climate of fair competition, so that each manager more creative in making the attractive program. Dompet Dhuafa as one of the oldest player in this social business, according to Ahmad, it has  more mature practices. Various social activities they are doing could be sampled by other players.
